The disturbing attack which happened last month has caused widespread revulsion since video footage of the incident emerged.
The women were spat and kicked at during the unprovoked attack while one woman running for the train was pushed onto the tracks in between the train and the platform.
While the boys have been released without charge a file on the case is to be sent to the Director of Public Prosecutions but gardaí say the investigation is continuing.
Gardaí carried out a series of early morning raids on homes in north Dublin and arrested the three teenagers -two are aged 16, the other is 13-years-old.
The three were detained under section 4 of the Criminal Justice Act at Clontarf, Raheny and Howth Garda Stations.
Their phones are being checked in an attempt to identify everyone who was involved in the incident.

As the girls pass them by one of the boys appears to repeatedly spit at them.
But the incident takes a terrifying turn when one woman is pushed off the platform and onto the tracks by a boy with a bike.
In a panic other girls and a man in a high viz jacket pull her out from under the train and back onto the platform.
The young girl was reportedly not seriously injured physically but has understandably been traumatised by the incident.
