One of An Garda Síochána’s most senior officers has been appointed to examine the garda record on investigating domestic violence by members of the force.

Pat Clavin, an assistant commissioner for governance and accountability, will examine crimes committed by members of the force over the past five years. As part of the wide-ranging brief, he will carry out an examination of all “sexual, gender-based domestic violence and coercive control related crimes involving members of An Garda Síochána”.

The examination will be in two stages. The initial focus will be on domestic violence and other crimes reported over the last two years. The examination will then expand to crimes reported over five years.

The appointment of an assistant commissioner to lead the examination is a significant escalation of the review announced by Garda Commissioner, Drew Harris, last month.

At the time, the commissioner told a press briefing he was setting up a “small team” in the force’s Protective Services Bureau to review how domestic and sexual violence crimes committed by gardaí were handled by the force. The details of the escalation were contained in a letter sent last week to lawyers acting for a woman who asked for her case to be included in the review.

The commissioner said he was launching the review following the murder of Sarah Everard in the UK. Ms Everard was abducted and killed by a London Metropolitan police officer, Wayne Couzens, who stopped her on the street under the pretence of apprehending her for a breach of Covid rules.

It later emerged he had previously been reported for alleged indecent exposure and was known to some of his colleagues as ‘the rapist’. A British policing oversight body is currently investigating whether these allegations against the then serving police officer were investigated properly by his colleagues.

Figures released last month showed that 21 serving gardaí have had barring orders issued against them since January 2019. Nine are under investigation for breaching the orders. Of those nine cases, five include elements of coercive control, gardaí said. ADVERTISEMENT

In an interview with the Sunday Independent earlier this year, Assistant Commissioner Patrick Clavin said that a threat assessment for corruption in the force identified abuse of power for sexual gain as one of the most “compelling” areas in need of attention.

The woman who asked for her case to be included in the review has alleged inappropriate behaviour by a retired judge and wanted the review to include others in authority in the justice system.

A reply from the commissioner’s office said it is not proposed to extend the examination to “other personnel” within the ranks of the justice system.
