ONE of Ireland’s most depraved killers should be forced to wear an electronic tag when he walks free from prison, it has been claimed.

The Irish Sun on Sunday can reveal a decision is to be made this year on whether or not monster Kenneth O’Reilly should be freed from prison.

O’Reilly is serving a life sentence for the murder of Joyce Quinn, 44, in Co Kildare on January 23, 1996.

The killer, who raped the mother-of-three as she was dead or dying during the sadistic attack, is due to go before the Parole Board this year.

Last week Justice Minister Simon Harris made a commitment to monitor sex offenders with electronic tags. It’s a move Joyce’s husband is fully on board with.

Ray Quinn also fear O’Reilly could return to Co Kildare once he walks free from prison.

Ray said: “I have been raising this issue of electronic tagging for years and I’m pleased to see some movement on it.

“The reality is that it is the relatives of murder victims who have been left with life sentences so why shouldn’t people who commit barbaric crimes like the murder of my wife be monitored?

“If we knew O’Reilly was being monitored by an electronic tag then it would make things that little easier for us.

“O’Reilly is a psychopath and as far as I know psychopaths don’t change. If he wasn’t wearing a tag or excluded from Kildare there would be nothing stopping that monster from coming after members of my family.”

Joyce, whose father Commandant Thomas Wickham was shot dead by the Syrian Army while serving with the Defence Forces in the Golan Heights, was targeted by O’Reilly after he became infatuated by her.

After thumbing a lift from the mum of three, O’Reilly, then aged 22, stabbed Joyce in the chest and drove to a secluded location where he raped and knifed her in the neck.

Following the gruesome murder, O’Reilly went for a meal and drinks with his then girlfriend.

Although he has never shown any remorse for taking a young mother’s life and waited 20 months before pleading guilty, he’s continuing with his sixth bid for freedom.

PAROLE HEARING

His parole hearing was due to be held in 2022 but was put back to this year.

Ray added: “We thought the hearing would be last year but it looks like it will go ahead this year.

“Obviously our preference would be for him to remain in prison.

“I have spoken to other mothers in the area and they would be worried if he was released because they would be constantly worried about their daughters’ safety.

“We have seen how electronic tagging works in other jurisdictions and I don’t see why it can’t be implemented here as soon as possible.

“There are people who have spent over 30 years in the Irish Prison system and we believe it should be the same in this case.”

The Parole Board will interview O’Reilly before making their ruling.

FAMILY’S INPUT

Ray also believes that his family should be allowed to read O’Reilly’s psychiatric evaluation.

But the process only allows for the criminals to read statements made by their victim’s relative.

Ray added: “He could say anything to discredit our submission but we would never know about it

“We are very confident the Parole Board will treat our case very fairly and they have been supportive.

“We were treated with kindness and empathy during our meeting with them and we now just have to wait.”
