Prosecutors given more time to prepare case against man accused of ‘flaunting’ genitals in city centre

Prosecutors have been given more time to prepare their case against a man accused of “flaunting” his genitals at passers-by while walking in Dublin city centre.

Neil Dolan (31) is accused of “nonchalantly” exposing himself as he walked in broad daylight in an area popular with shoppers and tourists.

Mr Dolan, with an address at a city centre hostel, is charged with offensive conduct of a sexual nature on November 23 last year.

He was arrested, charged and bailed that month and the case came back before Dublin District Court for DPP directions to be given.

A garda sergeant told Judge Bryan Smyth a file was being prepared and directions were not available yet.

Judge Smyth granted an adjournment to a date in March and remanded the accused on continuing bail.

Previously, the court heard the accused had “exposed himself in public during the afternoon in a built-up area, at a popular tourist attraction” and in an area “popular with shoppers, especially at this time of year”.

Objecting to bail, a garda said he was on patrol at Bachelor’s Walk at 3.15pm on November 23 when he saw Mr Dolan, who allegedly “had his genitals out”, walking past the Arlington Hotel.

“He was walking in the direction of the Ha’penny Bridge in a nonchalant manner, flaunting his genitals at passers-by as he approached them,” the garda alleged.

When gardaí approached Mr Dolan, his explanation was that he had soiled himself, the court was told.

He was granted bail subject to conditions, including requirements to sign on daily at a garda station and to be contactable at all times by mobile phone.
