This is blatant discrimination against the elderly and disabled. Anyone purporting to be a “carer” who refuses to care for a vulnerable client should be fired.
Irish people need carers with the same cultural values. Unfortunately the caring industry is abusive to anyone who tries to make it a full-time career. Shifts are scattered and irregular, you don’t have the same days off or even regular hours. This is a problem across the entire service industry (including retail and hospitality). Unions don’t represent the workers who work full-time because most service worker are part-time, with their employers subsidised by social welfare (Working Family payment). So the system favours people who are working for pocket money, while the dedicated carers have to emigrate or seek other work to pay their bills.
