Any immigrant can by-pass the screening process because it’s so easy to get police clearance if you come from a war zone; the police will have either been disbanded or they won’t know / won’t care about your old convictions. That’s assuming you haven’t changed your name… So a rapist or serial killer can start afresh in Ireland-of-the-Welcomes, keep his bib clean long enough to pass Garda Vetting, and schmooze in the local community to get references from reputable people (Tidy Towns is a safe bet, ditto the GAA, local charities and your friendly local pillars of society – there is no shortage of well meaning people in positions of authority willing to give a character reference to a person who seems to be down on their luck, such as a refugee). |
