Posted by Psychologists have been warning about this kind of person for decades. They are variously described as psychopath, sociopaths and simpy evil. Some of their traits overlap. Some aspects of their upbringing are similar (though the Nature Vs Nurture debate is still going on).
The problem is…no one has a solution, unless you consider culling them the moment they display the first sign of psychopathy (eg torturing animals, hunting for “sport”). Maybe like the XL bully dogs, they need to be kept on a leash and not allowed breed.
