Papers were filed on May 15 by solicitor David Harrington, acting for Justin Covaci who is suing through his mother Florina.
The civil case comes as Fiosru – formerly the Garda Ombudsman Commission – is carrying out its own investigation into Justin’s claims that the injuries occurred as a result of being kicked several times in the head by an officer following a traffic stop in Dublin.

Covaci was dropping friends home, when when he accidentally pulled out in front of a garda jeep, causing it to swerve to avoid a collision. The jeep gave pursuit and Covaci pulled in approx 20 seconds later, where he alleges gardai aggresively confronted his car by smashing on the window and when he unlocked the door was dragged out of the car and thrown to the ground, placed in cuffs and was kicked in the head ‘two or three times’. Justin was detained, his mother called and when she arrived seeing his numerous injuries took images which the gardai made her delete.
