The Dáil bike shed scandal refers to the controversy surrounding a €336,000 bicycle shelter built at Leinster House, the seat of the Irish parliament, in Dublin. The shelter, designed to accommodate 18 bikes, was constructed by the Office of Public Works (OPW) and sparked widespread outrage due to its high cost, which was deemed “inexplicable and inexcusable” by Taoiseach Simon Harris and other political figures. The breakdown of costs includes €322,282 for construction and installation, €2,952 for archaeological services, and €10,816 for quantity surveying and contract administration. The project faced criticism for its lavish expenditure, especially given its location near a protected historic structure, which the OPW cited as a reason for the high costs due to “unique challenges” and the use of durable materials like Irish granite, glass, and steel.

The scandal, first exposed by journalist Ken Foxe, led to public and political backlash, with figures like Green Party TD Neasa Hourigan noting the shelter’s inadequate design, as it leaves bikes exposed to rain. The Oireachtas Cycling Group, including Labour leader Ivana Bacik, had requested a bike shelter in 2020, but emphasized they expected a simple structure, not the “Taj Mahal” they received. The OPW faced scrutiny over procurement processes, with allegations of profiteering by the contractor, Sensori Facilities Management, previously linked to businessman Michael Stone. Delays in the project were partly attributed to concerns over the temporary loss of 10 car parking spaces for politicians.

The Public Accounts Committee (PAC) and other watchdogs have called for investigations into the decision-making process, with a report from the Comptroller and Auditor General expected to provide further details. The controversy has been framed as a symptom of broader issues with public spending accountability, with comparisons to other Leinster House spending controversies, such as a costly printer. Some argue the focus on the bike shed distracts from larger issues, like the €3.7 million plan to transform the Leinster House library, which Senator Michael McDowell called a greater scandal. Public sentiment on platforms like X reflects anger over perceived waste, with some alleging corruption or mismanagement in the tender process.
