Sure. The states will claim they are harmed by educating and taking care of the feeding and health care of these fake citizens and then lose them to deportation. In effect working for the foreign home country’s benefit. A problem better solved by deporting the kids at birth along with their mother and family, or the lot of them before that day, and saving the money altogether starting at that moment they are detected in the USA.
