The Real story here is that she received a Deportation Order 13 years ago & she is still here. The Immigration system in Ireland is a joke. Self Deportation is a joke. Straight to the airport & put on the first plane available back to the source country. Get her out of the Country , she is Not Irish, she is Ugandian.
