In Irish folklore, horses have the ability to see ghosts, phantoms and other things that we humans cannot normally see.

In old Ireland when a horse stopped on a road or laneway and refused to move any further it was likely that it could see the ghosts of some long forgotten tragedy

In order for it to move on straw or reeds would need to be lain across it’s path so that it may walk across them
